On September 26, 2021, Annual Report of the Development of Local Green Finance in China (2021) (hereinafter referred to as Blue Book on Green Finance), collaboratively completed by CUFE’s Institute of Finance and Economics and International Institute of Green Finance (IIGF), was released in 2021 Annual Meeting of the International Institute of Green Finance of CUFE and Academic Forum of the Fifth Anniversary of IIGF.
As the first report on local green finance development in China, the Blue Paper on Green Finance is at the financial frontier with solid evidence, continuity and effectiveness. In light of new measures and effects of the green finance carried on in all areas of China, the indicator system of existing green finance development index was improved. Moreover, based on objective statistics, a number of 31 provinces were scored in tiers and compared transversely and vertically for further analysis. Then, development effects of the 31 provinces were concluded mainly on the policies formulation and mechanism foundation of green finance, the innovation of products and services as well as the regional communication and cooperation. The relevance between the green finance, government fiscal capacity and the level of macro-economy development were explored. With these, the report provides critical reference for locals in China on the planning of green finance blue print and the determination of self-development directions.
